Specifics of admission to the University for international students and stateless persons

1. Admission of foreigners and stateless persons to study at the UHSP is carried out in accordance with the Laws of Ukraine «On Higher Education», «On the Legal Status of Foreigners and Stateless Persons», «On Foreign Ukrainians», «On Refugees and Persons in Need of Additional or Temporary Protection», «On the Establishment of Additional Legal and Social Guarantees for Citizens of the Republic of Poland Staying in Ukraine», Resolution of the Cabinet of Ministers of Ukraine of September 12, 2018 № 729 “Issues of Higher Education for Certain Categories of Persons», Order of the Minister of Education and Science of Ukraine № 1541 «Some Issues of Organization of Recruitment and Training (Internship) of Foreigners and Stateless Persons», registered with the Ministry of Justice of Ukraine on November 25, 2013 under № 2004/24536, Order of the Ministry of Education and Science of Ukraine dated December 2, 2019 № 1498 «On Approval of the Procedure for Establishing Quotas for Higher Education by Foreigners and Stateless Persons within the State Order in accordance with International Treaties of Ukraine», registered with the Ministry of Justice of Ukraine on February 10, 2020 under № 153/34436.

Citizens of the Russian Federation and the Republic of Belarus who do not have a permanent (temporary) residence permit in Ukraine are admitted to study by individual permission of the Ministry of Education and Science of Ukraine.

2. Foreigners and stateless persons (further – foreigners) may receive higher education at the expense of individuals and/or legal entities, unless otherwise provided by international treaties of Ukraine ratified by the Verkhovna Rada of Ukraine, legislation or agreements between higher education institutions on international academic mobility.

Admission of foreigners and stateless persons, including foreign Ukrainians permanently residing in Ukraine, citizens of the Republic of Poland, persons recognized as refugees, and persons in need of additional protection, to state-funded places is carried out in accordance with paragraph 6 of Section II of these Rules. Admission of other categories of foreigners to the HSUP for state-funded places of study is carried out within the quotas for foreigners.

Foreigners are admitted to accredited educational programs for higher education.

3. Foreigners may be admitted to study in person and/or remotely.

The validity of the invitation to study is no more than one year from the date of its registration in the Automated System «Electronic Journal» of the state enterprise authorized by the Ministry of Education and Science of Ukraine.

Foreigners who have received an invitation to study, registered in the Automated System «Electronic Journal» of a state enterprise authorized by the Ministry of Education and Science of Ukraine, have received a range of information and consulting support services, as well as received a visa to enter Ukraine (except for citizens of visa-free countries) for the purpose of studying or have carried out the procedure for legalizing educational documents in the country of issue: (legalized at the Ministry of Foreign Affairs (MFA) of the country that issued the document on education; legalized at the consular department of the diplomatic mission of Ukraine abroad (consular legalization or apostille)).

In order to organize remote enrollment of foreign citizens for higher education, the HSUP enters into an agreement with a partner organization that is a resident of the country of origin of the applicants. The subject of the agreement is the provision of services for identification of persons, verification of original documents of applicants, organization of acceptance of applications in electronic form, provision of premises and technical means for consultations and entrance examinations of the HSUP in a remote format.

It is possible to conclude HSUP agreements with organizations that meet the following requirements:

  • compliance of the area of the premises for remote submission of documents, consultations and entrance examinations with the established quarantine restrictions in the country of recruitment;
  • providing applicants with personal protective equipment;
  • ensuring the procedure for identification of applicants using face recognition technologies, which includes verification of personal data (surname, patronymic (if any)), biometric data and their verification;
  • ensuring control over compliance with integrity requirements during the entrance exam for foreigners;
  • providing a place to store the phones, tablets and other electronic devices of applicants seized during the entrance examination;
  • providing a cellular and Internet network jamming device;
  • ensuring video surveillance around the perimeter of the classroom where the entrance exam for foreigners takes place by installing at least two video cameras;
  • providing technical equipment for video communication with the HSUP Examination Board in real time (computer, video camera, microphone, TV or projector with a screen);
  • having at least two employees in the classroom to monitor compliance with the requirements of academic integrity and provide technical support during the entrance exam for foreigners;
  • providing all applicants with individual computers with connection to the institution’s online platform, through which the entrance exam for foreigners will be held;
  • providing consultations and trainings before the entrance exam for foreigners to familiarize them with the rules of taking it remotely and using the online platform;
  • ensuring the video recording of the entrance exam, transferring the video material to the HSUP through an online platform, storing information and video materials after the entrance exam for foreigners for five years in a partner organization.

In the case of remote admission, a foreigner sends legalized and notarized copies of documents on previous education to the HSUP by post. When crossing the state border of Ukraine for the first time and upon arrival at the HSUP, the foreigner gives the original documents in person.

Hryhorii Skovoroda University in Pereiaslav signed an agreement with the partner organization Zhiqiu Education Technology (Ningbo) Co., Ltd. on cooperation in the remote recruitment of foreign citizens for study.

4. Enrollment of foreign applicants for study at the expense of individuals and/or legal entities may be carried out by the HSUP:

  • acceptance of documents from foreigners for obtaining bachelor’s and master’s degrees is carried out within the following timeframes (Table 5.4):

3. during the year for postgraduate studies, adjunct studies, and preparatory studies.

The HSUP calculates the points/grades of an applicant on the basis of a document on the previous level of education and sets the minimum number of points/grades in general education subjects for which the entrance exam for foreigners is held.

Enrollment of foreigners to study at the appropriate level of higher education is carried out on the basis of a document on the previous level of education based on the results of entrance examinations for foreigners in certain subjects and language of study and on the basis of academic rights to continue studying, provided by the document on the level of education in the country of origin, and taking into account the points of success that give the right to continue studying at the next level of higher education in accordance with the legislation of the country that issued the document on the degree (level) of education. On the basis of the signed agreement between the HSUP and Zhiqiu Education Technology (Ningbo) Co., Ltd., enrollment is based on the results of the Unified State Exam for admission to a higher education institution of the People’s Republic of China in accordance with the Agreement between the Government of Ukraine and the Government of the People’s Republic of China «On Mutual Recognition of Documents on Education and Academic Degrees» of 11.12.1988, №156-024 (Articles 2,3).

  • All categories of foreigners applying for study are enrolled in the HSUP on the basis of enrollment orders. A certificate generated in the USEDE can be used as a proof of study.
  1. The HSUP requirements for compliance of applicants from among foreigners who have arrived in Ukraine for the purpose of study with these Admission Rules, as well as the deadlines for accepting applications and documents, conducting an entrance examination for foreigners and enrollment are specified in the Admission Rules and published on the official HSUP website.
  1. Foreigners who are granted state scholarships under international agreements, national programs, and other international obligations of Ukraine are admitted to study within the established quotas for foreigners on the basis of referrals from the Ministry of Education and Science of Ukraine.
  2. Foreigners arriving in Ukraine to participate in academic mobility programs or to obtain higher education under educational programs agreed between Ukrainian and foreign higher education institutions are admitted to study, taking into account the contractual obligations of the relevant higher education institutions.
  3. Foreigners and stateless persons, in particular foreign Ukrainians permanently residing in Ukraine, citizens of the Republic of Poland, persons recognized as refugees and persons in need of additional protection, have the right to receive higher education on an equal footing with citizens of Ukraine, in particular at the expense of the state or local budget, with the exceptions established by the Constitution of Ukraine, laws of Ukraine or international treaties ratified by the Verkhovna Rada of Ukraine.

Foreign Ukrainians whose status is certified by a certificate of a foreign Ukrainian (except for persons permanently residing in Ukraine) may be enrolled in state-funded education within the established quotas for foreigners by passing the entrance exam for foreigners in the subjects provided for in the Admission Rules.
